Intent to Apply – EDA Disaster Supplemental Grant
The Georgia Department of Education (GaDOE) is preparing to submit a grant application under the U.S. Economic Development Administration’s (EDA) Disaster Notice of Funding Opportunity (NOFO). This long-term grant opportunity is designed to support communities recovering from natural disasters that occurred in calendar years 2023 and 2024. Eligible LEAs are located in Georgia counties where a major disaster was declared during 2023 and 2024 and public assistance funds were available according to the FEMA website. The EDA aims to fund projects that not only aid recovery but also improve the economic trajectory of affected regions beyond their pre-disaster conditions.
GaDOE intends to submit a coordinated application that includes 5–7 eligible LEAs, with a target total funding request of $2–3 million. Final participation and funding levels may be adjusted based on the strength and scope of responses to this Intent to Apply. Each selected LEA may request up to $400,000, supporting no more than two career pathways to ensure manageable documentation and reporting. Pathways may be new or existing, but should align with Georgia’s High Demand Career List and demonstrate strong potential for economic impact. In line with the requirements of the EDA’s grant, GaDOE’s application will focus on supporting economic resiliency in communities affected by natural disasters through workforce development and the CTAE pathways that create talent pipelines for high-demand careers that enable communities to recover via job creation and related economic development strategies.
This is an 80%-20% matching grant, with EDA typically funding up to 80% of eligible costs. Matching funds of the LEA must be readily available and unencumbered. Final match percentages are at EDA’s discretion based on project scale, community distress, and other factors.

This Intent to Apply is a non-binding, good faith expression of interest. GaDOE is applying for this funding on behalf of selected LEAs, and a funding award is not guaranteed. Selected LEAs that submit an Intent to Apply best aligned with the overall application will be notified and invited to complete the formal grant application process at that time.
We strongly encourage LEAs to partner with local economic development stakeholders in preparing their Intent to Apply. These partnerships can strengthen the application and ensure alignment with broader regional recovery and workforce development goals.
